Placement on High Alert Due to Perceived Aggressive Foreign Posturing

CIAIncident: July 2008Harare, Zimbabwe309 KB

This is a three-page CIA Information Report, distributed on 3 July 2008 to a long list of U.S. agencies, from the White House Situation Room and the FAA to military commands in Europe. The copy was printed from an internal CIA system in 2009. Its subject line – a placement on high alert because of “perceived aggressive foreign posturing” – hints at why it was sent so widely: the sighting mattered less than how a nervous government reacted to it.

What was reported

According to the report, an unidentified object hovered at high altitude over Harare International Airport on the afternoon of 2 July 2008, possibly observed by both radar and optical means, and at one point “beams” were seen coming from it. Observers described it as disc-like with a hollow center and a ring of rotating lights underneath. After a period of watching from the ground, the lights changed color and the object climbed quickly out of sight. People aware of the incident were divided over whether it was a foreign government’s advanced reconnaissance device or something of extraterrestrial origin. Whatever it was, the report says, it fed into a decision to put an organization in Zimbabwe on high alert; the name of that body and the sources are blanked out.

Context

It was sent during a period of intense political tension in Zimbabwe, shortly after the disputed 2008 presidential election. The CIA labels it an information report, “not finally evaluated intelligence,” and offers no explanation of its own.

The official description

From war.gov/UFO, released June 12, 2026, quoted in full

A never before released July 2008 report on a UFO sighting at the Harare International Airport. Individuals debated if the sighting was an advanced reconnaissance device of a foreign government or of extraterrestrial origins.

The summary above is our own, written from the file itself; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
