PENTAGON UFO FILE · VIDEO · DOW-UAP-PR116Unresolved UAP Report, Atlantic Ocean, 2020
This 32-second infrared video, recorded over the Atlantic Ocean in 2020 and submitted by U.S. Northern Command, comes with an unusually down-to-earth written account: the Range Fouler Debrief DOW-UAP-D091, the Navy’s form for reporting intrusions into controlled airspace during operations or training.
What the operator described
The debrief gives the object a color, “darker, maroonish,” and a height of roughly 12 to 15 feet, an estimate with no stated range behind it. It says the object traveled with the wind and did not maneuver or change direction, and that it looked like a large, somewhat deformed balloon. The video adds little: for its full length the operator zooms and pans to keep one patch of contrast near the center.
An ordinary explanation on the record
The balloon comparison is the reporter’s own, and drifting with the wind without maneuvering is consistent with it, but the release stops short of identifying the object, and the case is still listed as unresolved. In the PURSUE releases, unresolved means no identification was confirmed, even when the witness’s own description points to something mundane. Parts of the record are redacted. The older Atlantic clip in the same release is DOW-UAP-PR114.
The official description
From war.gov/UFO, released July 10, 2026, quoted in full
The United States Northern Command submitted a report of an unidentified anomalous phenomenon to the All-domain Anomaly Resolution Office (AARO) consisting of 32 seconds of video footage from an infrared sensor aboard a U.S. military platform in 2020. An accompanying Range Fouler Debrief, DOW-UAP-D091, describes the phenomenon as “darker, maroonish color, approximately 12-15 feet in height.” The report describes the phenomenon “travel[ing] with the wind” and noted that it did not “maneuver or change direction.” It also describes the phenomenon as appearing similar to a “large, somewhat deformed balloon.”
Video Description: 00:01-00:32: The sensor zooms and pans to keep an area of contrast generally within the center of the frame.
