255 413270 UFO's and Defense What Should we Prepare For

NASA25 MBPartly redacted

This file is a foreign document that ended up in U.S. government records. Its core is UFOs and Defense: What Should We Prepare For?, the report produced in France by COMETA, a private association, and first published in a French magazine in 1999. The release lists the file as held by NASA, and some of its pages are redacted.

What the COMETA report is

COMETA was made up largely of people with defense and aerospace backgrounds, and its report is linked to France’s “Institute of Higher Studies for National Defence,” known by its French initials IHEDN, a body that runs courses for senior officials. The file’s description says the report sets out the results of a study by that institute. It is important to be precise here: COMETA was an independent group, and its report was not an official position of the French government.

The report is widely cited because of its authors’ credentials and its argument that UFOs should be treated as a defense question. The PURSUE description does not summarize its conclusions, so this page does not either.

The Carol Rosin letter

Bundled with the report is a letter from Carol Rosin, who says in it that she was a spokesperson for the rocket engineer Wernher von Braun in his final years. The description does not say to whom she wrote or why, and her claim about her role is her own. For other material on how governments have handled the subject, see NASA’s replies to UFO mail from Congress and the White House.

The official description

From war.gov/UFO, released May 8, 2026, quoted in full

This file contains an independent report on UFOs written by the French association COMETA (previously published in the French magazine VDS in 1999), which details the results of a study by the Institute of Higher Studies for National Defence. The file also includes a letter from Carol Rosin in which she notes that she was spokesperson for von Braun during the last years of his life.

The summary above is our own; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
