UNDER OATH CONGRESSIONAL HEARING · NOVEMBER 13, 2024The 2024 ‘Exposing the Truth’ UAP Hearing
Witnesses: Rear Adm. Tim Gallaudet, Ph.D. (Ret.), CEO, Ocean STL Consulting; Luis Elizondo, author and former Defense Department official; Michael Shellenberger, founder of Public; Michael Gold, former NASA Associate Administrator for Space Policy and Partnerships and member of NASA’s UAP Independent Study Team
The joint hearing, chaired by Reps. Nancy Mace and Glenn Grothman, was billed as ‘Unidentified Anomalous Phenomena: Exposing the Truth’. Mace said AARO’s March 2024 historical report had ‘stoked suspicions AARO is unable or, perhaps, unwilling to bring forward the truth’, and criticized the secrecy of its budget. The hearing aimed to hear allegations of government misinformation from witnesses outside the Pentagon.
Retired Rear Adm. Tim Gallaudet testified that in January 2015, while commanding the Naval Meteorology and Oceanography Command, he received a Fleet Forces Command email headed ‘URGENT SAFETY OF FLIGHT ISSUE’ with the GOFAST video attached, saying it warned, in words to that effect, of ‘multiple near midair collisions’. He said the email vanished from recipients’ accounts the next day and that he believed the information was held in a special access program.
Former Pentagon official Luis Elizondo testified that ‘UAP are real’ and that ‘advanced technologies not made by our government or any other government are monitoring sensitive military installations’. He said the U.S. possesses UAP technologies, as do some adversaries, and described ‘a multidecade secretive arms race’. Asked about crash-retrieval programs, he said he had signed documentation restricting what he could discuss and would need a closed session.
Journalist Michael Shellenberger described a whistleblower report, entered into the record by Mace, alleging an unacknowledged special access program called ‘Immaculate Constellation’ that collects UAP imagery and intelligence. Former NASA official Michael Gold focused on stigma, saying members of NASA’s UAP study team had been ‘mocked and even threatened’, and urged NASA to help collect data, including through its confidential aviation safety reporting system.
Before the hearing, Pentagon spokeswoman Sue Gough had said the department ‘has no record, present or historical, of any type of SAP called ‘IMMACULATE CONSTELLATION’’. A January 2026 Freedom of Information Act response declined to search for related emails because ‘the subject matter itself does not exist’, though The Black Vault reported in May 2026 that its appeal was granted. AARO’s director, Jon Kosloski, testified to a Senate subcommittee six days after the hearing.
