The 2025 UAP Transparency and Whistleblower Hearing

House Committee on Oversight and Government Reform — Task Force on the Declassification of Federal Secrets September 9, 2025

Witnesses: Jeffrey Nuccetelli, U.S. Air Force veteran; Senior Chief Alexandro Wiggins, U.S. Navy; George Knapp, investigative journalist; Dylan Borland, U.S. Air Force veteran; Joe Spielberger, Senior Policy Counsel, Project On Government Oversight (minority witness)

The hearing, ‘Restoring Public Trust Through UAP Transparency and Whistleblower Protection’, was held by the House Oversight task force on declassification chaired by Rep. Anna Paulina Luna, with Rep. Jasmine Crockett as ranking member. Luna said the issue was ‘about national security, government accountability, and the American people’s right to the truth’, and argued that whistleblower reports to AARO and the intelligence community inspector general were too often ‘brushed aside’.

Air Force veteran Jeffrey Nuccetelli testified that five UAP incidents occurred at Vandenberg Air Force Base between 2003 and 2005, beginning with a ‘massive glowing red square’ seen over missile-defense sites on October 14, 2003. Navy Senior Chief Alexandro Wiggins described a February 15, 2023, sighting from USS Jackson off southern California, in which he said ‘a self-luminous tic-tac-shaped object emerged from the ocean’ and joined three others.

Air Force veteran Dylan Borland described seeing a roughly 100-foot triangular craft at Langley Air Force Base in 2012, and said he was later exposed to information about a ‘UAP legacy crash retrieval program’ and suffered years of reprisals. Journalist George Knapp, who has reported on the subject since 1987, spoke about pressures on witnesses. Joe Spielberger, the minority witness, addressed whistleblower protections in national security generally.

Rep. Eric Burlison played a video he said was taken on October 30, 2024, showing an MQ-9 drone tracking an orb off the coast of Yemen as another MQ-9 fired a Hellfire missile at it. Knapp said the missile struck the object and ‘just bounced right off, and it kept going’. Asked by Luna whether anything in the U.S. arsenal could do that, Nuccetelli answered ‘Nothing’ and Wiggins said ‘Nothing to my knowledge’.

The footage was not officially authenticated. Burlison said it was ‘presented as received from a whistleblower’ and that an ‘independent review is ongoing’; a U.S. defense official told The War Zone, ‘We do not have anything to provide on this.’ The War Zone noted the object’s behavior was broadly consistent with an attempted shootdown of a drone or cruise missile, or even a balloon, but called the evidence inconclusive.

In April 2026, Luna wrote to Defense Secretary Pete Hegseth requesting UAP video files, saying whistleblowers had told the task force that AARO ‘possesses additional video records of potential UAP sightings’. The request came as the administration prepared its own UAP file releases, the first of which the Pentagon published on May 8, 2026.

The whistleblower hearing

House Oversight Subcommittee on National Security · Grusch, Fravor, Graves

Under oath, David Grusch says the U.S. has recovered craft of non-human origin and “biologics”. Cmdr. David Fravor describes the Tic Tac. Ryan Graves calls UAP a flight-safety issue. The Pentagon denies Grusch’s claims.

“The Tic Tac object we engaged in 2004 was far superior to anything that we had at the time, have today, or [are] looking to develop in the next 10 years.” — Cmdr. David Fravor
