Narrative Statement 3, Western United States Event, 2023

Department of WarIncident: October 2023Westen United States556 KB

This is the statement of Witness 3, one of the federal special agents in the 2023 western United States case, written for AARO in their own words. It is short and careful about what the agent could and could not judge, and it covers two occurrences, on the same night or consecutive nights in mid-October 2023.

Two occurrences

Around dusk, looking east, the agent saw a large orange orb that seemed to be heading toward them, cycling every two or three seconds between orange and clear while its outline stayed faintly visible. The agent could not tell its size or distance. About halfway up the sky it released three much smaller red orbs — “like grapes being expelled from a basketball” — which moved south in a line, about a second apart, with no sound and no exhaust trail. The whole sighting took perhaps 30 to 45 seconds.

Later, scanning with night-vision goggles, the agent saw four red lights arrive from the north and hover over the corners of an airfield, possibly with orange orbs near a ridgeline. Below the road, a vehicle was flashing its headlights slowly. The agents drove down with their lights off, but could not close to within about 100 yards; the vehicle then seemed to float off the road across rough terrain, and a search afterward found no tire tracks.

How it fits the case

The orange orb shedding red ones is the core pattern AARO calls “orbs launching orbs.” Its analysis, which ties roughly 60 percent of the activity to military flares, is DOW-UAP-D077; compare Witness 2.

The official description

From war.gov/UFO, released June 12, 2026, quoted in full

This memorandum presents the first-hand narrative from Witness 3 provided to the All-domain Anomaly Resolution Office (AARO). Witness 3 was one of several United States (U.S.) federal law enforcement special agents who reported observing unidentified anomalous phenomena (UAP) over a period of two days in October 2023 in the western United States.

The summary above is our own, written from the file itself; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
