Range Fouler Debrief, Eastern United States, 2019

Department of WarIncident: 2019Eastern United States1 MBPartly redacted

This form goes with the video DOW-UAP-PR112 and records a daytime sighting catalogued to the eastern United States in 2019. AARO’s description of that video says it came from a sensor aboard a civilian aircraft. Unlike most Range Fouler reports, it reads as a personal statement: the writer says the object’s flight characteristics were unlike anything seen in 28 years of service for the Air Force and Navy.

What the writer describes

The sighting happened between mission sorties. A small object was below the aircraft and appeared to travel in a straight line, opposite to the aircraft’s direction, at high speed. The writer tracked it for about 10–15 seconds before the recorder was switched on to capture the attached video. When the writer zoomed in to get more resolution, the object’s speed took it out of the field of view, and it could not be found again, even at a lower zoom. After the flight, on reviewing the video, the object appeared rectangular. The writer adds that others with equal or more experience were also unsure what it might be.

What is redacted

The date, position, altitude and most checklist fields are blank or withheld, and the line listing who else saw it is cut off; AARO’s summary says five people reported it. The “rectangular” impression came from reviewing the video afterward, not from the live sighting. The form gives no estimate of size or distance and no explanation.

The official description

From war.gov/UFO, released July 10, 2026, quoted in full

This document is a Range Fouler Debrief, a standardized reporting form the U.S. Navy uses to record the circumstances surrounding an unauthorized intrusion into controlled airspace during active military operations or training. These reports contain a narrative description of the observer’s experiences. This report accompanies the video titled “DOW-UAP-PR112.”

Five U.S. military-affiliated personnel reported observing an object “with flight characteristics unlike anything [the observer] had seen in 28 years [of service] for the U.S. Air Force and U.S. Navy. The report characterizes the phenomenon as “small” and “travelling in a straight line opposite [the platform’s] direction at high speed.” The reporter added that, “others with equal or more experience were also unsure as to what the object might be.”

All descriptive and estimative language contained in this report reflects the reporter’s subjective interpretation at the time of the event. Such characterizations should not be interpreted as a conclusive indication of the presence or absence of any intrinsic object features or performance characteristics.

The summary above is our own, written from the file itself; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
