AAWSAP Contract Modification P00001, September 2009

Department of WarIncident: September 2, 2009Washington, D.C.542 KBPartly redacted

Modification P00001 is the first change to AAWSAP contract HHM402-08-C-0072 between the Defense Intelligence Agency and Bigelow Aerospace Advanced Space Studies (BAASS). It was issued by the Virginia Contracting Activity at Bolling Air Force Base, effective September 2, 2009, with a distribution sheet dated September 8. At that point the contractor’s address was 1899 W Brooks Ave in North Las Vegas.

What the change did

The stated purpose has four parts: extend the current period of performance to 30 September 2009; move the option year so that it runs from October 1, 2009, to September 30, 2010; exercise option year one “subject to availability of funds”; and invoke FAR 52.232-18, the standard clause saying that “funds are not presently available” for the contract. The modification amount is $0.00. The authority cited for exercising the option is FAR 52.217-9, the clause that lets the government extend a contract’s term.

The schedule pages

The attached schedule reprints the six option-year line items, from monthly status reports and project management plans for the 12 tasks to research reports, the integrated threat assessment, travel and other direct costs, with amounts from $115,000 to $9,957,600. Those schedule pages still print a period of 09/22/2009 to 09/21/2010, slightly different from the dates in the purpose statement. The money arrived five months later in DOW-UAP-D113, at lower figures.

The official description

From war.gov/UFO, released September 18, 2026, quoted in full

This document is an administrative or programmatic record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As an administrative record, the file documents how AAWSAP was scoped, organized, tasked, funded, or described at a particular point in time.

This September 2009 contract modification formally extends the Bigelow Aerospace Advanced Space Studies (BAASS) contract through 30 September 2009, revises the option-year dates to run from 1 October 2009 through 30 September 2010, and exercises the first option year subject to the availability of appropriated funds. The document carries forward the same major deliverable categories as the original contract.

The summary above is our own, written from the file itself; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
