AAWSAP Contract Modification P00002, February 2010

Department of WarIncident: February 2, 2010Washington, D.C.837 KBPartly redacted

Modification P00002 to contract HHM402-08-C-0072, effective February 2, 2010, is the document that actually paid for AAWSAP’s second year. It lifted the “subject to availability of funds” condition set by P00001 and sets out the year’s money line by line. By this point Bigelow Aerospace Advanced Space Studies (BAASS) was listed at 4640 S Eastern Ave in Las Vegas.

The money

The modification obligates $11,948,810, bringing the total obligated on the contract to $21,948,810. It also says it identifies impacts to deliverables from reduced funding for option year one, incorporates revised documentation showing how 2010 funds would be used, and identifies the technical risks of the cut. The schedule breaks the funding down: $1,549,100 for monthly status reports, $4,759,300 for project management plans across the 12 tasks, $2,870,600 for research reports, $220,200 for the integrated threat assessment, $36,700 for travel and $2,494,610 for other direct costs. A new line adds $18,300 for additional travel, and two “UNUSED” lines are kept only to align accounting codes.

Why it matters

Each funded amount is below the option-year price printed in P00001, which fits the modification’s own mention of reduced funding. The distribution sheet routes invoices through the NSA Finance and Accounting Office at Fort Meade. Later changes extended this funded year without adding money (DOW-UAP-D116). For the program itself, see AAWSAP.

The official description

From war.gov/UFO, released September 18, 2026, quoted in full

This document is an administrative or programmatic record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As an administrative record, the file documents how AAWSAP was scoped, organized, tasked, funded, or described at a particular point in time.

This February 2010 contract modification provides funding for the exercise of Option Year 1 under contract HHM402-08-C-0072 and removes the availability-of-funds contingency that had been imposed in modification P00001. It also states that the modification identifies impacts to deliverables resulting from reduced Option Year 1 funding and incorporates revised documentation showing how Fiscal Year 2010 funds would be used. The modification converts the previously contingent option-year continuation into a funded contract action while acknowledging that reduced funding would affect the planned scope or timing of deliverables.

The summary above is our own, written from the file itself; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
