AAWSAP Contract Modification P00003, May 2010

Department of WarIncident: May 18, 2010Washington, D.C.3 MBPartly redacted

Modification P00003 to AAWSAP contract HHM402-08-C-0072 is dated May 18, 2010. It is an administrative change, issued under FAR 43.103(b), with a modification amount of $0.00. Its only purpose is to name a new Contracting Officer’s Representative (COR) for the contract with Bigelow Aerospace Advanced Space Studies (BAASS).

What a COR is, and the limits set here

A COR is the government official who monitors a contractor’s day-to-day technical work; only the contracting officer can change the contract itself. This modification spells that out. For the COR’s guidance to be valid, it must be consistent with the statement of work, must not amount to a new assignment of work or alter the contract’s terms, must not be grounds for extending the period of performance or delivery schedule, and must not justify increasing any line-item quantities or the total contract value. Everything else in the contract stays the same.

What is withheld

The new COR’s name is redacted, as are other DIA personnel names in these files, under 10 USC 424, the law that lets the agency withhold information about its employees, and FOIA exemption (b)(6) for personal privacy. The release does not show who held the role before or after. A companion change made the same day, P00004, aligned internal records with this one.

The official description

From war.gov/UFO, released September 18, 2026, quoted in full

This document is an administrative or programmatic record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As an administrative record, the file documents how AAWSAP was scoped, organized, tasked, funded, or described at a particular point in time.

This May 2010 contract modification is an administrative change to contract HHM402-08-C-0072. The modification states that its purpose is to change the Contracting Officer’s Representative (COR) designation for the AAWSAP contract and identifies the newly designated COR while specifying that guidance from the COR must comply with the contract’s governing terms. In effect, the file is best understood as an internal contract-administration update reflecting oversight realignment rather than a substantive change to AAWSAP’s research deliverables or program direction.

The summary above is our own, written from the file itself; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
