AAWSAP Contract Modification P00004, May 2010

Department of WarIncident: May 18, 2010Washington, D.C.118 KBPartly redacted

For modification P00004 to AAWSAP contract HHM402-08-C-0072, the release contains just one page: the Virginia Contracting Activity’s contract distribution list, dated May 18, 2010, and marked “Admin Mod.” The modification form itself is not included. According to AARO’s description, this change was a minor administrative step to bring internal records into line with the new Contracting Officer’s Representative named in P00003 that same day.

What the routing sheet shows

The sheet lists who received copies of the change: the contractor, given as Bigelow Aerospace Advanced at 4640 S. Eastern Ave in Las Vegas; the payment office, the NSA Finance and Accounting Office at Fort George G. Meade, Maryland, with phone numbers for invoice status; the COR; a representative coded “DI FE”; a DD-350 contract-action report; the original contract file; and an office coded AE-2A. The total is seven copies. The one personal name on the sheet is withheld under 10 USC 424 and FOIA exemption (b)(6).

Why it is in the collection

The page adds little on its own, but it completes the numbered sequence of contract changes from P00001 to P00005. It also confirms, as other sheets do, that invoices on the contract were routed to an NSA finance office.

The official description

From war.gov/UFO, released September 18, 2026, quoted in full

This document is an administrative or programmatic record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As an administrative record, the file documents how AAWSAP was scoped, organized, tasked, funded, or described at a particular point in time.

This May 2010 contract modification records a minor administrative action associated with the AAWSAP contract (HHM402-08-C-0072) to align internal recordkeeping with a change to the Contracting Officer’s Representative documented in a separate contract modification (P00003).

The summary above is our own, written from the file itself; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
