AAWSAP Contract Modification P00005, September 2010

Department of WarIncident: September 28, 2010Washington, D.C.4 MBPartly redacted

Modification P00005 to AAWSAP contract HHM402-08-C-0072 was signed on September 28, 2010, and reaches back to a period of performance that had been due to end on September 22. Unlike the administrative changes P00003 and P00004, this one is a supplemental agreement entered into by “Mutual Agreement,” and the contractor, Bigelow Aerospace Advanced Space Studies (BAASS), was required to sign it.

What it changed

The modification extends the period of performance bilaterally, moving its end date from September 22 to December 21, 2010, under FAR 52.217-8, the “Option to Extend Services” clause that lets the government continue services for a limited time. It says the extra months needed no new money and that the rest of the contract stayed as it was; the modification amount is $0.00. The schedule reprints the funded option-year line items at the same amounts set in P00002, from $1,549,100 for monthly status reports to $2,494,610 for other direct costs, with their period of performance now running from 09/22/2009 to 12/21/2010.

Reading it

In effect, this was a bridge: the contractor kept working on existing money for three more months. The modification does not say why the extension was needed or what came next; the distribution sheet, dated September 29, 2010, again routes copies to the NSA Finance and Accounting Office at Fort Meade. For the program as a whole, see AAWSAP.

The official description

From war.gov/UFO, released September 18, 2026, quoted in full

This document is an administrative or programmatic record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As an administrative record, the file documents how AAWSAP was scoped, organized, tasked, funded, or described at a particular point in time.

This September 2010 contract modification extends the period of performance for the AAWSAP contract (HHM402-08-C-0072) from September 22, 2010, to December 21, 2010. The modification states that no additional funding was required for the extension and that no other changes were made to the contract. This bridge action extended AAWSAP contractor support beyond the previously established performance end date without changing the underlying scope of work.

The summary above is our own, written from the file itself; the official description is the government’s, from war.gov/UFO. The Pentagon calls these unresolved cases — publishing a file does not mean it shows anything anomalous.
