Unresolved UAP Report, Western United States, 1996

This video records an event from 1996, which makes it far older than the other clips in the fourth PURSUE release. The Navy’s Unidentified Anomalous Phenomena Task Force (UAPTF) handed it to AARO in 2022, and the collection places it in the western United States. AARO judges that it was likely shot by an infrared sensor on a U.S. military platform, without being able to confirm the source.

A few seconds, examined at length

The event itself is brief. After 13 seconds of nothing, a patch of contrast crosses the frame diagonally between 0:14 and 0:17, coming in near the upper right and leaving near the lower left.

Everything after that replays those few seconds: a frame-by-frame repeat running to 1:21, a slower replay to 2:13, and then a still frame taken from the opening 17 seconds, held until the end of the file at 2 minutes 57 seconds.

An edited copy of unknown history

AARO states that the clip was digitally altered before it reached the task force and is published as received, and that no formal handling rules for UAP records existed when it was reported. The release does not say who compiled the replays or what the unedited original contained. Parts of the release are redacted. The case is listed as unresolved, with no explanation offered. A later clip from the same task-force handover, DOW-UAP-PR109, uses a similar slowed-replay format.

The United States Navy Unidentified Anomalous Phenomena Task Force (UAPTF) transferred this media to the All-domain Anomaly Resolution Office (AARO) in 2022. The video contains 2 minutes and 57 seconds of footage likely captured by an infrared sensor aboard a U.S. military platform in 1996.

Video Description: No formal data handling practices for UAP-related records existed at the time this media was reported to the UAPTF. This media was digitally altered before being reported to the UAPTF, and is presented as it was received by AARO. 00:01-00:13: No content. 00:14-00:17: An area of contrast transits the sensor field-of-view, entering near the upper right corner and exiting near the lower left corner of the frame. 00:18-01:21: The footage repeats frame-by-frame. 01:22-02:13: The footage repeats at a slower playback speed. 02:14-02:56: The footage holds on a frame extracted from the first 17 seconds of the video.
